This OPS position is responsible for coordinating daily operations for the Center for Disease Control and Prevention’s (CDC) Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems five-year grant at the Florida Department of Health in Duval County (DOH-Duval). This grant aims to strengthen DOH-Duval’s public health workforce by hiring, retaining, supporting, and training the workforce and by strengthening foundational public health capabilities. The position works under the direction and supervision of the Public Health Infrastructure Grant Program Manager. This position is responsible for coordinating grant activities to ensure successful implementation of the grant work plan. The individual in this position must exhibit skilled decision-making techniques to integrate data to formulate solutions, strategies, policies, or recommendations to strengthen the public health infrastructure and workforce at DOH-Duval.

 

Duties and responsibilities include, but are not limited to the following:

  • Plans and coordinates grant activities and monitors work plan activities to ensure deliverables are met. Develops and implements an operations plan for the grant to ensure effective coordination of grant activities.
  • Coordinates grant reporting, resource management, logistics, and other relevant operational functions.
  • Works collaboratively to develop and implement systems and processes to ensure consistent, high-quality coordination of grant activities.
  • Fosters and maintains peer-to-peer relationships with subject matter experts, partners, and other stakeholders aimed at efficient and effective grant implementation.
  • Coordinates significant matters such as work plan development, project budgeting, and grant reporting.
  • Provides training, guidance, and technical assistance to grant staff on best practices related to strengthen public health infrastructure and foundational workforce capabilities.
  • Develops the annual work plan and budget in consultation with the Program Manager, Principal Investigator, lead evaluator, and key stakeholders. The work plan should include objectives, activities, time frames, target populations, partners, and outcomes.
  • Submits the annual work plan and associated budget in accordance with CDC deadlines and guidance. Revise the work plan and budget based on CDC feedback. Monitors work plan implementation to ensure deadlines and targets are met. Develops corrective action plans, as needed. Responds to technical review feedback from the CDC.
  • Works with key stakeholders to prepare the CDC annual progress report. The annual progress report should include information on programmatic updates and data, target populations, collaboration, successes, challenges/barriers, facilitators of success, administrative and assessment processes, dissemination of findings, and lessons learned. Submits the annual progress report in accordance with CDC deadlines and guidance.
  • Communicates in writing, in person, and through electronic means concisely and positively. Takes initiative to multi-task with accuracy. Communicates and solves problems appropriately. Exhibits and maintains a positive attitude while working independently and in a team setting.
  • Attends staff meetings, in-services, seminars and trainings for self-improvement, increased competency, and retention of skills. Travels to perform duties and for professional development, if needed. Completes all mandatory training within required deadlines. Ensures accurate and timely submission of Employee Activity Records, Employee Leave, and Attendance Records and travel vouchers.

Qualifications:

Minimum:

  • Have a minimum of three years of budget experience.
  • Have a minimum of three years of experience developing and coordinating works plans for grant funded initiatives.
  • Have a minimum of three years of experience preparing progress reports for grant funded Initiatives

Preferred

  • Master’s degree in public health, Health Administration, or a related field.
  • Experience working with federal grants, particularly those related to public health.
  • Experience coordinating workforce development and training initiatives.
